NV Employer Denied PTO & Issued Point for Sick Kid. Legal?

I need perspective on whether my employer is breaking the law or if they are within their rights. I work for a large private employer in Nevada with well over 50 employees. Our employee handbook requires a minimum 2-hour notice when calling out. Today, I called out 6 hours before my shift start time because my child was sick, and I asked to use my front-loaded PTO. My manager flatly denied the PTO, telling me that caring for a sick kid does not qualify for PTO usage. He stated I cannot use PTO for the day due to this not being an emergency or that since I am not the one that is sick and assessed an attendance point against me. On top of that, our written policy specifically states that points will not be assessed if PTO is used to cover an absence, yet my manager is assessing a point anyway after refusing to let me use my accrued hours. HR previously claimed verbally that PTO is strictly for pre-scheduled time off or major emergencies, not unscheduled call-outs. Are they actually allowed to do this in Nevada? location: Nevada,USA
