Help understanding Virginia Rental Rights

I don’t fully understand the changes that went into effect for renters rights this July. I’m going to try to be vaguely specific just in case anyone can put pieces together here. My husband and I terminated our lease before the July 1st law changes. We were told we were getting our security deposit back, but haven’t received it yet and haven’t received any itemized lists of damages or any updates since move out. I believe the law used to be that they had 45 days to either give us our deposit OR explain why we weren’t getting it back. Can someone help me understand the law changes to understand what my options might be? Location: Northern Virginia
