Philadelphia Pennsylvania Landlord Bogus Charges

I have recently moved out of an apartment in Philadelphia and received part of my security deposit with an itemized deductions list. I have photos of my arrival to the apartment and my departure showing no excessive wear and tear. They are attempting to deduct charges for a "Turnover Assessment", "Turnover Painting", as well as paint costs and "Turnover Cleaning". They have attached pictures of the stove being rusted, which I have pictures of it being so upon arrival. There was nothing wrong with the paint in the apartment, not even minimal scuffs. My question is if any of these charges can stick? Is there any recourse I can take? Location: Philadelphia, Pennsylvania.
