Criminal trespass - Florida

I work for a Condo in Miami. We caught someone on our cameras entering a common area after we were closed. He pulls on a bunch of doors and one opens. Hard to tell if it wasn’t closed correctly or just he was able to force it open. He stays there for a while ( couple hours ) just walking around then leaves around 4am. He doesn’t steal anything. We found out about this later the next day and set up A camera where we think he entered to try and catch him if he comes back. Sure enough he does. Again Well after posted closing time. This time he pulls on all the doors again but this time none open. I call the police to report it. They catch him walking down The road They eventually let him go and say because he didn’t steal anything and didn’t smash a window or something to get in - just pulled on a closed door that’s there’s not crime. He was a guest of an owner at the condo and they say cuz all owners own the common areas it’s not even trespassing. This seems hard to understand. Can’t tell if the officer just didn’t want to deal with it or if this can actually be true. We have into all on security cameras too. Just wondering what your take is on this. Location: Florida.
