Complex Title Situation

Location: NC to FL, USA I bought a Honda Civic in 2016. Paid it off in 2018. 2018, I was in the process of moving out of my parents house. All my records had their address. My lienholder told us they’d mail us the title. Excellent. May 2025, I move to Florida. November 2025, I go to get my license and registration. I can’t get my car registered because I don’t have a physical title. This is the first I process my lienholder never mailed it to us. December 2025, I learn my lienholder has shuddered their doors and closed their business. They also never released my lien. I get guidance from the NCDMV to submit a lost title form after I received a bounced back & unopened certified letter from their address. They’ll release my lien. I work in theme parks, holidays is the craziest time of year. February 2026, I get to send the letter out to lienholder’s address on file. April 2026, I get my bounced back letter. I collect my packet for the DMV, get it notarized and sent off. May 2026, the DMV sends their letter to the address on file and wait for it to bounce back to them. I call. I call again. “We’re waiting,” I hear continuously. In this process, my tag has expired. I have Florida insurance, Florida license, but no way to update my NC tag without the physical title. My apartment wants to tow my car but has given us until August 10th when we explained the situation. Today, I finally get someone at the DMV who’s progressive. She talks to high ups, comes back and says they have sent two letters actually. The issue is someone is signing for them or collecting them and not allowing them to be returned. She gave me the advice to actually file a lawsuit to receive my car title. I don’t know where to go from here.
