Legal way to remove abandoned vehicles that are blocking easement.

Location: California One of our neighbors has several cars and RV’s parked along the road actually on our property. We can technically still get through with a small vehicle, but all the pullouts and shoulder is blocked. These have been there for several years and are full of rats and trash. We have asked him to move them but he is a bit loony and has all these excuses for why they can’t move or be gotten rid of. Yesterday there was a fire at the bottom of the hill, where that road goes. The fire department got to his property and turned around and left. (They had to access the fire from another road, on the other side of the canyon. It is out now.) But this brings back up the issue of the road being blocked. Pg&e can’t get their tree crews down there to maintain the fuel break in their easement, and the fire department can’t get through which puts several homes in immediate danger. I want to just report them abandoned and have them towed, but there is concern that this is not legal. Is there a better way to go about having these vehicles removed? What can we do?
