Birth certificate

Location: South Carolina and Montana My little sister is trying to get ahold of her birth certificate so she can get an ID and her social. She is 18. Our mom was married to my dad when she had her in Montana and her biological father didn’t sign the birth certificate. So my biological dad has to sign a non paternal agreement (whatever it’s called) but he’s refusing to do it. Our mom is dead as well. They won’t give her the birth certificate. What can she do? She can’t do ANYTHING without her social and an ID and it’s making her step into adulthood incredibly difficult.
