Need help with title situation

Location: West Virginia Essentially, i have a motorcycle with an unsigned and unnotarized title from Ohio. I contacted the owner and he said he’s not helping me. it isn’t stolen and he is now referring me to his friend who dropped off the motorcycle to me. i didn’t buy it, i traded a 4 wheeler for it,and the guy handed me the title and immediately left. is there some kind of way to get around the notarization in wv? or could i get a signature and get it notarized here without the seller present? any advice would be greatly appreciated.
