Cross boarder harassment

Not sure if this fits here or if someone could direct me elsewhere but the harrassers lives in the US. I live in Europe. I have a question about cross-border harassment. If someone in one country repeatedly sends abusive emails and engages in other online harassment toward a relative living in another country, what legal options generally exist? Can protective or anti-harassment orders apply internationally, or do they usually only work within one jurisdiction? Location: Harasser lives in Oregon
