Illegal towing practices?

Location: OH, USA Box truck was police order towed from behind a panera bread in stow, ohio. Tow place is charging $100 a day in storage fees. Also take cash only. Based off what I'm reading online, I have 3 options. Pay the $1500 to be able to get it back immediately. Work on suing them after the fact. Pay the undisputed fee, post a bond, get a release order and hope to get it back in 2 days. File for replevin. Idk what the best course of action is. I would like to get it back asap as I worry something will "happen" to it. I don't see tow signs in the parking lot but will double check. I would also like to not pay criminally exorbitant fees upfront and hope to recoup them maybe weeks later...
