Wisconsin apartment notice of entry questuon

Location: MADISON, WISCONSIN NOTICE OF ENTRY validity question July 20 I had a email notice that the building would begin doing inspections and locking doors and entering apartments as move our day approaches (Jul 25) , general email sent to everyone in the building July 21 I received a new email saying management/maintenance would come in a specified time window that day to lock roommate B's door since they moved out. July 26, I believe they entered my apartment without my knowledge to lock a different roommates door - roommate C (who also moved out). There's more to why this is a thing but not going to go into that here since it turned into a, did someone break into my apartment or was it management situation. - Nobody was in my apartment to give them consent as they did this while I was out. I'm looking for info on whether or not that constitutes as a 24hr notice (the July 20th email) to see if that validates them coming in July 26th without letting me know (in a separate email with a specified time frame). Or if what they did July 26th is technically "illegal"
