Help please!

Location: Magnolia Texas I had a good friend pass away and in her will, c I am the executor and pretty much am to get everything she owned other than a few items she wanted her daughter whom she reconnected with the last 10 years to have and her 2 sons she hasn’t been in contact with for over 30 years. She also gave me her wishes to get items to other family members if I can find them. Her daughter who lives close by, and I became friendly over the last few years and it seemed we were on the same page on what her mother wanted. After her mother passed a couple of months ago I cannot contact her at all. It seems she has blocked me. I have her mother’s will that has been notarized but it does not seem to be filled. I live in another state and am not sure exactly what should happen. She told me to call a lawyer when she passes, I did and although they know her they say they don’t have record of her filing it with them. They said the process can cost up to $5000 and at the moment I just don’t have the money. Does that cost sound about right? Is there cheaper options I can do from out of state? Do you know if the daughter can just start taking, selling, or getting rid of her mother’s belongings? I am not familiar with any of this stuff and any help is appreciated. Thank you.
