Lawrence M. Prosen is a construction and government contracts attorney with extensive experience in virtually all aspects of public and commercial/private contracting and construction projects.. Larry has a B.S. in Architecture from the University of Maryland at College Park.  He has represented clients against many government agencies on claims, protests, payment and other disputes.  His experience includes claims for delay, loss of productivity/inefficiency, impacts, geotechnical/differing site conditions, changed conditions and other like matters.  Larry has represented clients in well over 100 protests at both the Federal and State/Local levels; has extensive experience in Davis/Bacon Act and Miller Act matters and has advised clients in many other aspects of government contracts..
