Todd then attended West Chester University, graduating Cum Laude with a Bachelors Degree in Political Science in 1994. He was named to the Dean’s List, served as President of the Law Society and was named Outstanding Graduating Senior in Political Science.. In 1997, he earned his Juris Doctorate from The Dickinson School of Law.. After law school, Todd served as a Judicial Law Clerk in the Lackawanna County Court of Common Pleas for the Honorable Judge Carmen D. Minora and  Judge Thomas J. Munley. Todd also served as an adjunct professor of Law, History, and Political Science at Keystone College and Business Law at Lackawanna College..
