I am a Government & Global Trade associate in Mayer Brown’s Washington DC and Chicago offices. I counsel clients on innovative financing, delivery, and procurement methods to develop large-scale transportation infrastructure projects, including major road, bridge, tunnel, railroad and mass transit projects. I also advise clients on federal and state legislative and regulatory matters related to transportation projects, including federal surface transportation authorization bills, passenger rail safety and funding, and electronic tolling and enforcement requirements.. Additionally, I have experience assisting clients with various railroad regulatory and commercial issues, including rail line construction and acquisitions, railroad mergers, railroad operating and shared use agreements, and the application of railroad labor laws. He regularly represents railroads and other interested parties before federal regulatory agencies, including the US Surface Transportation Board, and before federal courts in appeals of agency decisions.
