His clients include a Louisiana district attorney, a Louisiana school board, and a range of private businesses, including commercial lenders, engineering firms, pharmacists, landfill operators, and farming and other agricultural interests. In addition to his civil defense work, Mr. LeBlanc also has a criminal defense practice, and has counseled a number of clients, including pharmacists and independent businessmen, concerning federal grand jury and/or law enforcement investigations.. On the plaintiff’s side, Mr. LeBlanc has successfully represented private businesses against overreaching by state agencies and municipalities, in cases involving the prosecution of civil racketeering, antitrust, and civil rights claims. Mr. LeBlanc left Houston in 1999 to return to his native Louisiana, and prior to joining Phelps Dunbar, he served as a prosecutor in the white collar section of the Louisiana Department of Justice, Criminal Division.
