He earned his B.A. degree, summa cum laude, from Pacific Lutheran University and his J.D. degree from the University of Washington School of Law. He is a member of the King County, Washington State, and American Bar Associations.. Scott is frequently selected as an arbitrator by other lawyers and serves as a hearing officer for the Washington State Bar Association, acting as the judge in cases concerning legal ethics and compliance. He has authored several chapters in legal reference guides and has been active in volunteer positions with the Washington State and King County Bar Associations.
