Justin Shore is a Maryland-barred attorney focused on national security litigation, data privacy and protection regulations, and corporate contract negotiations. He has focused his career on issues that require building new legal and policy structures, and has always been fascinated with the cutting edge of law and policy.. Since graduating cum laude from the American University Washington College of Law in May 2012, Mr. Shore has served in the legal department of TeleTech Holdings, Inc., a marketing oursourcing company. As the principal contract negotiator for its subsidiary company, Revana Corporation, Mr. Shore has drafted numerous agreements involving established technology companies, such as AT&T, Google, Facebook, and IBM. In addition, Mr. Shore is responsible for advising corporate officers on data privacy and direct marketing laws, such as the FCC’s and FTC’s do-not-call regulations, and the U.S.-EU’s Safe Harbor treaty obligations.. During law school, Mr. Shore was a law clerk at both the United States Department of Justice (DOJ) and the United States Attorney’s Office for the District of Columbia, where he developed litigation skills working on complex and nuanced criminal prosecutions. Working within the DOJ’s National Security Division, Counterterrosim Section, Mr. Shore was involved in some of the DOJ’s highest-priority prosecutions, implicating statutes from material support for terrorism to murder-for-hire and financial transaction regulations. While working for the U.S. Attorney’s Office for the District of Columbia, Mr. Shore was privileged to be involved in two federal narcotics wiretap trials, both resulting in guilty jury verdicts, as well as the beginning stages of RICO conspiracy cases against the noted mara salvatrucha (MS-13) gang. Throughout these experiences, Mr. Shore wrote pre-trial and trial motions, assisted with witness preparation, and became familiar with conducting investigations and handling pre-litigation matters.. In addition, Mr. Shore served as the Editor-In-Chief of the American University National Security Law Brief – the law school’s journal focusing on cutting-edge matters of national security law and policy – where he managed fifty-two colleagues in publishing two volumes of the publication and implementing the journal’s first online presence. Mr. Shore also served as the President of the university’s Health Law & Justice Initiative, and received the American University Distinguished Service Award for Outstanding Service to the Community – the first time the award had been presented to a member of the law school community.. Prior to 2009, Mr. Shore worked at the Brookings Institution in Washington, DC. Having joined Brookings’ Engelberg Center for Health Care Reform when the hard-fought debates that culminated in the HITECH, ARRA, and Patient Protection and Affordable Care Acts began, he was involved in some of the initial conversations that led to the largest remake of the U.S. health-care landscape since the 1960s. During his time at Brookings, he was a Working Group leader for the $5 million-dollar American Health and Information Committee (AHIC) grant, where the Center successfully transferred the AHIC from a government-run FACA committee to a public-private partnership responsible for bringing together key industry stakeholders who were focused on the next generation of health information technology. Along with researching and editing working papers and memoranda for the Center, throughout his tenure Mr. Shore worked on numerous policy events and reports with the Center’s partners, including the Coaltion Against Major Diseases, a private industry group composed of the top pharmaceutical companies and manufacturers; the Quality Alliance Steering Committee, a public-private organization encompassing government and industry stakeholders focused on improving the quality of care; and was involved in the beginning stages of the Partnership for a Healthier America, the research arm of the Obama Administration’s “Let’s Move” campaign.. Before joining Brookings, Mr. Shore worked on Gabrielle Giffords first two successful campaigns for the United States House of Representatives in 2006 and 2008, and also served as a legislative intern to Senator John S. McCain during the summer of 2006. He holds a BA degree in Economics from the University of Arizona, and a Juris Doctor from the American University Washington College of Law. Mr. Shore is an active member of the American Bar Association’s National Security, Litigation, and Science & Technology committees, and holds a SECRET-level security clearance from the Department of Justice.
