As an Arbitrator, Mediator, Dispute Resolution Umpire and Settlement Judge pro tem, Mr. Bluff has conducted hundreds of proceedings. In the areas of construction and business licensing, Mr. Bluff has designed a cloud-based, specialty corporate licensing database which tracks a company’s licensing requirements and maintenance for upwards of 1000 different jurisdictions throughout the western United States.. Since 1972, Mr. Bluff was directly involved in the construction industry as a laborer, equipment operator, foreman, and project engineer. He is an owner and principal of a mid-size general engineering construction firm with projects throughout the Southwest..
