Steve Kmiec was born on January 28, 1965 to Marjan and Jeanne Kmiec. Steve Kmiec is the youngest of three brothers. He attended grade school at St. Matthias Grade School on the Southwest side of Milwaukee. He graduate high school at Marquette University High School in 1983. He graduated from University of Wisconsin- Milwaukee on the Dean's List in 1988, with a degree in Economics. Thereafter, he attended Marquette University Law School, concentrating in personal injury and insurance law studies.
