Mr. Holmes has also represented clients in appellate matters (most recently affirming a state-court post-trial result he'd earlier obtained for his client), as well as before the Ninth and Tenth Circuit Courts of Appeal (in securities-related matters), and the Delaware Supreme Court (finding in favor of Mr. Holmes' client). While at the SEC, Mr. Holmes led SEC investigations and injunctive/administrative actions, and since entering private practice, has defended - at the investigative and litigation stages - numerous such actions.. Prior to founding what became Holmes, Athey, Cowan & Mermelstein LLP, Mr. Holmes was a shareholder in a Los Angeles-based white collar criminal and civil litigation firm, and was Of Counsel to two national law firms. He also served as a Staff Attorney in the Enforcement Division of the United States Securities & Exchange Commission, and as Corporations Counsel in the Enforcement Division of the California Department of Corporations (now known as the "Department of Financial Protection and Innovation", or DFPI). While at the California Department of Corporations, Mr. Holmes was a founding member of the Internet Compliance and Enforcement ("ICE") unit, and while at the SEC, Mr. Holmes was a member of the Internet Enforcement Branch.

After 16 years at Latham, Mr. Atlee also was a litigation partner at Winston & Strawn LLP and Stroock & Stroock & Lavan LLP, while continuing to work occasionally on discrete matters with Messrs. Park and Velayos.
Michele Franchett is a partner at Stone Grzegorek & Gonzalez LLP. She is admitted to the California Bar, and is a Certified Specialist in the practice of Immigration and Nationality Law. She has over twenty years of experience in the field, and holdes the highest, preeminent "AV" rating from Martindale Hubbell. Her current practice is focused on investor and entrepreneurial immigration, with particular emphasis on EB-5 capital group representation. She provides counsel to a number of regional centers seeking to obtain or amend regional center designations and exemplar petition approvals. Ms. Franchett serves on the EB-5 committee of the American Immigration Lawyers Association (“AILA”), the Public Policy Committee of Invest In the USA (“IIUSA”), and is a former chair of the AILA Southern California Chapter. Having started working in the area of U.S. immigration in 1986, Ms. Franchett has since accumulated experience encompassing virtually every area of business-based immigration. She has represented multinational corporations, research hospitals, universities, investors, entrepreneurs, academicians, artists, and entrepreneurs from around the globe. Ms. Franchett has also represented clients applying for visas at U.S. Consulates in Toronto, Halifax, and Ciudad Juarez, and at the U.S. Embassy in Seoul. In more recent years she traveled to China to provide EB-5 training for licensed immigration consultants.
