I was born and raised in Whatcom County, Washington, near the US/Canadian border. I am a proud partner in Seattle Consumer Justice, P.S., a firm based in Seattle, but I spend a great deal of time in our Bellingham branch office. We assist consumers and small businesses with bankruptcy, debt settlement, and debt-related consumer rights litigation.. I live in Bellingham, Washington with my wife and daughter. When I'm not assisting clients, I enjoy fishing our local rivers and streams for salmon, trout and steelhead.
I was born and raised in New York City. As the son of two immigrant parents I witnessed first-hand the struggles of acculturation and limited economic opportunities. Upon graduating law school, I returned to New York and worked for a small boutique firm that specialized in employment based visas. Later, I represented many Chinese asylum seekers before the Immigration Court in New York, not more than five blocks from where I was raised. Talk about full-circle.. My wife and I returned to the Pacific Northwest in 2001. Julian & Chin, LLP was started in February 2002. It has been my privilege to be able to practice in this beautiful part of the world. Our cases are primarily with CIS, the Immigration Court, the Board of Immigration Appeals and U.S. Consulates and Embassies.
I want to provide my clients with the best legal service available at an affordable price.
I represent corporations, limited liability companies, partnerships, and individuals in business and corporate law matters, with an emphasis on securities, mergers and acquisitions, and technology issues.
I represent clients in complex construction defect litigation and related insurance coverage disputes, where I work with project owners, developers, contractors, and design professionals to assist them in reaching successful and cost-effective resolutions.. I have also worked with clients on large and widely publicized commercial litigation, antitrust, and other litigation matters. Additionally, I represent landlords in landlord-tenant litigation, unlawful detainer actions, and other areas of landlord-tenant law including collecting from defaulting commercial tenants.
I represent clients in a wide range of real estate, general business, and fiduciary litigation. My litigation practice emphasizes a realistic initial assessment of the client's legal position and options, together with realistic attempts to settle. If intensive efforts to negotiate and settle disputes (thus minimizing legal costs) fail, I aggressively pursue all available cost-effective litigation strategies to achieve the best possible result for the client.
I really enjoy getting to know my clients and working with them to achieve a result that they are pleased with. I generally form a strong bond with my clients--I am loyal to them, and they stay loyal to me. As a result, we are able to successfully work through tough situations together.
I provide strategic guidance and legal counseling to start-ups as well as large, established companies in technology and commercial transactions. I represent clients in contract drafting and negotiation, software and technology licensing, software as a service (SaaS), mobile applications and devices, cloud computing, e-commerce, privacy policies and terms of use, data security, collaboration and development, manufacturing and supply, sales, open source software, regulatory compliance, consulting and employment, business formation and corporate governance matters, as well as mergers and acquisitions. My clients include tech and non-tech sector companies.. I also represent clients in securing and enforcing a wide range of intellectual property rights (patent, trademark, copyright, trade secret). I counsel clients on trademark clearance and brand protection. I am also a registered U.S. patent attorney and counsel clients on U.S. and foreign patent application.
I provide strategic and guided litigation services and dispute resolution assistance to a wide range of companies and individuals. My practice focuses on disputes of all types, including those in receiverships and commercial bankruptcies. My litigation experience includes drafting motions, briefs, memoranda and agreements; settlement negotiations; discovery management; oral argument; trial; and solo small case management. In addition, I have extensive experience in representing creditors, debtors, and receivers in financially complex state court receiverships. In my spare time, I love spending time with my family, hiking in Washington’s beautiful backcountry, cooking (and eating), and cheering on my beloved Huskies.
I practice in the areas of employment law, health law and business, handling such matters as employment agreements, non-competes, independent contractor agreements, wages, overtime, employee benefits, discrimination and harassment, workplace injuries, disability, discipline and discharge, EEOC and Human Rights Commission charges, unemployment benefits, L & I claims, HIPAA, Department of Health charges, medical practice business and personnel issues, health care regulations, physician misconduct and discipline, and patient complaints.

I practice family law in King and Snohomish Counties, focusing on divorce, parenting/custody, child support, spousal support, and the division of assets, including complex and high net worth estates. I have done significant work in the preparation and litigation of Qualified Domestic Relations Orders (QDROs), including their enforcement and amendment. I have done significant work on issues involving business interests, taxes, and retirement accounts, and my colleagues have turned to me to confer about the same.. I've volunteered with the KCBA Local Family Law Legal Clinic since 2014 and have volunteered with KCBA to mentor young attorneys working on domestic violence cases. I believe it's important as attorneys that we donate our time in an effort to extend community access to legal services.. When I'm not lawyering, I like to do all of the wonderful outdoor activities available to us in Washington, specifically skiing, backpacking, climbing, hiking, and kayaking. I have a gardening habit that borders on a preoccupation. Cooking rounds out the list.
I opened WA Workers' Comp Law, PLLC in 2015 after retiring from my position as an Assistant Chief Industrial Appeals Judge with the Board of Industrial Insurance Appeals, the agency which hears appeals from parties aggrieved by decisions made by the Department of Labor and Industries. I bring my 29 years of judicial experience at the Board to our boutique law firm whose sole purpose is to represent the rights of workers injured in the state of Washington. I work with my wife, Laurel J. Anderson, a paralegal who spent over 3 years representing the Department of Labor and Industries, and then 25 years advocating on behalf of injured workers. It is our goal to provide our clients with expert, personal, proactive and principled representation.
I maintain an employment litigation and employment and labor advice practice. I have experience representing private and public-sector employers in employment-related litigation in federal and state courts throughout Washington State, arbitrations, and in administrative hearings. My practice emphasizes preventive counseling to clients to avoid or minimize the risk of litigation. Specific areas of advice include assistance in disciplining and terminating employees, and drafting employee handbooks and employment agreements. I also provide training to supervisors and employees on compliance with employment and labor laws, including topics such as sexual harassment and disability accommodation. I was named a "Rising Star" in the 2006 Washington Law & Politics survey of lawyers in Washington state, a "Super Lawyer" since 2014, and included in The Best Lawyers in America (since 2012 ed.), Employment Law - Management.
I maintain a general litigation and employment law practice.
I love the practice of Immigration Law! It is such a unique area of law to practice in in that it is so rewarding, so personal, and allows me to feel like I am doing something worthwhile. I am inspired by each of my client's personal immigration stories, and as an immigrant myself, feel a strong empathy for what my clients experience as they attempt to navigate the complexities of our overly cumbersome immigration system, with the attendant anxieties and frustrations that it creates. I am proud to play a small role in continually adding to the mix of the American melting pot.

I help people get the relief that is available under the bankruptcy code and I actually enjoy doing it. I have heavily concentrated in bankruptcy, filing or otherwise working on approximately 2000 cases over a 15 year span. In addition to my consumer bankruptcy experience, I also do creditor's side work helping aggrieved parties collect on their debts. I know how they think, and I can help you get relief.. While bankruptcy is my main area of concentration, I can also help business wind up their activities or help them in receiverships.. On the personal side, I graduated with a degree in geology and worked in a limestone quarry as an on-site geologist for a summer. After that, I moved to Japan where I taught English, wrote English textbooks and helped to manage an English school for 4.5 years.. I look forward to getting to know you and to helping you with your case.. -Steve Palmer
I have dedicated my career to defending the rights of the accused. A graduate of Stanford University and a magna cum laude graduate of Georgetown Law School, I chose criminal law instead of corporate law because I love the challenges of trial work and the rewards of fighting for human beings caught in the often callous machinery of the criminal justice system.. The majority of my practice is dedicated to defending against felony charges in King County Superior Court and Federal District Court in the Western District of Washington, but I have experience in state and local courts throughout Western Washington, and I know that every case is serious to the person being accused. I pride myself on being an even-keeled and compassionate advocate--one of the most important services I can provide is to ease the stress and uncertainty the goes with being accused of a crime. I will use my knowledge and experience to empower you to make the most informed, intelligent decisions possible, and I will litigate your case with creativity and tenacity.. With sixty jury trials to my credit in almost twenty years defending the accused against all types of felony and misdemeanor cases in federal, state and local courts, I can give you the peace of mind that comes with having a proven, battle-tested advocate in your corner.
I have worked as a public defender since law school. I have represented indigent accused persons facing misdemeanors and felonies. I have represented juveniles. I have represented persons facing civil commitmen for mental illness.. Since 2009 I have soleley represented those facing civil commitment as sexually violent predators.. I truly believe that representing this most hated group places me directly in the prime position to protect our constitutional rights, because it is so easy to excuse taking rights away from this group. If this happens, I believe the rest of us are next. This erosion of liberty starts here, and I am devoted to stopping it at its source.
I have spent my entire career fighting for social justice issues. I am available to handle cases in the Chicago area, where I have practiced for 44 years as well as in Seattle, Washington where I currently reside. I am also available as a neutral arbitrator or mediator throughout the United States. I have been happily married for over 30 years with two accomplished children. I am equally proud of my cooking skills, acquired at the Institute Paul Bocuse in Lyons, France and as well as my free throw shooting percentage. (I am an ardent Chicago Bulls fan)
I have practiced law in Washington State since 1986. My practice is limited to serious injury claims on behalf of people injured by defective and dangerous products, automobile accidents, medical malpractice, unseaworthiness and Jones Act negligence, construction site accidents, and toxic or environmental harms.. In approximately 2002 I also joined the Oregon bar.
