Suspended License

I'm posting for my partner (23M) who apparently had his license suspended. Location: Tennessee This morning, my partner and I were on the way to work. We both work at Amazon, but he works on the TOM team, these are the people who operate the big trucks, so he's currently in the process of obtaining his CDL. We weren't even five minutes away from our house before getting stopped for a broken taillight. Everything was good, the officer was going to let us go, but once he got back to my partner about his license, he notified him that it was suspended. He couldn't give a reason or a date, but my partner suspected it was due to a speeding ticket he had gotten in Ohio back in 2023. The officer ended up taking us back home in his police vehicle, informed us that my partner would have to book himself in to get a mugshot and fingerprints within ten days, and that we would have to have someone pick up the vehicle later. The reason I couldn't drive us or pick up the vehicle is because I don't have a license. My partner's mom helped us go into town, and after a few phone calls and visiting the DMV, he got his license reinstated and confirmed he is legally allowed to drive again. We got the vehicle back home but still have to fix the light. The confusion comes with when his license was suspended. He found out through the DMV that his license was suspended on the 10th of July, but on July 17th, he was at the same DMV getting his CDL permit. His reason for the suspension did end up being the speeding ticket from Ohio, but he had paid that long before he ever started the process of obtaining his CDL permit, which was mid July. He had never gotten a notice in the mail or anything warning of suspension. I'm trying to understand, but I need someone with experience or the legal knowledge to explain it, and maybe help with steps forward, especially regarding court.
