Metro district/company vehicle

Location: Colorado I have an f550 crane truck for work. I park it on the street in front of my house and I have been doing so for several years without issue. Recently I received notification from the Metro district (HOA) stating I cant park my truck there anymore, and will begin to accrue $50/week fines until I park elsewhere. The covenants in the metro district book do state that commercial vehicles must be garaged, however this neighborhood is FULL of commercial vehicles of all sizes. I asked if I can cover the company logos with magnets, I tried to be flexible, park on my driveway etc, they won't budge. I spoke with the chief of police in our town and he stated that our town owns/maintains the streets and they have given no authorization to anyone else to assess fines on the towns streets. Do I have a case to plead here ? Can a metro district assess fines and enforce rules on a street that they don't own or control? Thanks in advance.
