Workplace is not protecting my mother (Oregon)

Location: Oregon The down and dirty is my mother and another bar tender had to 86 a customer who is also employed at the same bar as them due to him causing fights, groping female staff, getting in my mother's face, ect. He kept coming in on her shifts and demanding drinks. Management would tell him to leave, but not call the police. Over the last two weeks around 1 am while closing, she would spot him in the parking lot watching her car. She would call the police and they would ask him to leave. Finally after the 4th time of him watching her car, he was arrested. The bar manager response was to fire him, but not trespass him from bar property due to him "not causing issues on other shifts". He has also been seen waiting outside of the bar on the other bar tenders shifts. There is a text thread where my mother asks bar management to have him legally trespassed, to which the manager refused saying it's not a big deal, she can't make everyone happy, and my mom and the other bar tender can hold their own. Would my mother have a legal case regarding her employment refusing to protect her?
