Are trainings supposed to be paid? Who owns our diploma/certificate?

Location: Arizona I have been dealing with this. Is this legal? Message from my boss on work group chat: “Hello everyone, We would like to inform you of an important update regarding our training policy that went into effect last week. Effective immediately, the company will no longer provide paid time for attending Article 9, CPR/First Aid, or PROUD training courses. However, the company will continue to cover the cost of the required certifications for these trainings. If you need a certification, certificates are available for purchase through us. If you would like more information about pricing or the process, please feel free to contact me directly. If you have any questions or concerns regarding this change, please don't hesitate to reach out. I'm happy to discuss the policy and answer any questions you may have. Thank you for your understanding, cooperation, and continued commitment to providing quality care.”
