Car accident, Need advice

Hello, I am located in Pennsylvania and was in a car accident about a month ago. I was not liable for the accident and it cost ~$15k in repairs with $1000 deductible and $500 out of pocket in rental. I just spoke with my insurance (State farm) and for the out of pocket rental costs I have to speak with the liable drivers insurance (Progressive) to be reimbursed for this. Where I need advice on is the progressive claim adjuster mentioned that they are only liable for up to $5000 of damage coverage. This seems insane to me as he was the liable driver and now I am footing the bill for my costs. Should I speak with a lawyer about this? Location: Pennsylvania
