Only Relative in different Country, can she still get Custody?

Location: Georgia Hello everyone. I am from Lithuania but i live in the States, my only living relative is my Sister, who lives in Germany. I have a 10 year old Son. I wont go into the reason bc of the rules but if something happens to me, would it be possible that my Son will end up with my Sister instead of going into foster care? Is there a way to make sure my sister is getting custody? Can i even decide that? Sorry if that Question might be stupid but i never thought about that before and writing out of a mood. Thanks
