Cities police department didn't want to investigate hit and run.

Location: California So we live in an apartment where everyone talks and I found out by the handyman that the guy who hit my car lives on the third floor. They know who he is but he mentions that the police didn't want to investigate. I overheard the policemen talk among themselves and mentioned a car parked damaged covered in a tarp the day of the accident. The apartment manager took pics of the vehicle but was no help but was told on this sub because of a liability issue. I'm not sure if those photos were sent to the police or if they even took photos themselves which I feel like they should have. I also already have the police report but no one is mentioned as the responsible party. This happened July 12, I have the video of the car hitting ours ( there were about 3-4 cars hit (no license plate but the car could possibly be matched or even questioned where it went ( they towed the car once the cops left as noted by some neighbors) All I got was by the policemen card with the report details and told me to let my insurance do the rest. I just hate that I'm the one paying 1,000 and waiting weeks to get it fixed. Finally it is getting fixed but I just don't like that there is no justice. Is there anything I can do? Make a complaint to the police department?
