Workplace retaliation

Location: Pennsylvania I work for a school district in PA and I have been experiencing workplace retaliation for the past two years from my principal to the point that now I am being threatened with being terminated. This is stemming from my reporting him to HR and the inspector general. I am going through "due process" but in the interim, my principal has done things such as calling my new school and sharing confidential information with my new boss. I have tried to find an outside attorney to take my case but no one is interested. Does anyone have any advice on how to get help from an attorney? I want to go after him and/or the district for defamation of character and retaliation. Thank you.
