School Not Providing Transportation - Discrimination?

My child is attending a charter school specifically for kids with autism. He has an IEP which specifically requires transportation, but they said he doesn’t qualify for their limited program as a new student. The district website also says charter students don’t qualify. We’ve been using medical transportation to get to school (due to the services he receives there) but they’re usually late or no-shows. This is a safety issue due to elopement + waiting an hour in extreme heat. Other parents are experiencing this issue as well. However, the state law says “Funds for student transportation.—The annual allocation to each district for transportation to public school programs, including charter schools as provided in s. 1002.33(17)(b)”… is he still not entitled to anything? How do I go about this? Location: Florida
