Police Report not being released?

Location: Northern Utah My brother got into some criminal troubles lately. His case has been pushed out a few times, and without going into a lot of detail the police department is refusing to release the police report to his defense attorney. His attorney is not a public defender, so maybe that has something to do with it? He’s requested it many times, but they always refuse. Does anyone have any clue as to why they wouldn’t give it to his attorney?
