Limit on electric bill if landlord only bills every 6 months?

Location: Pennsylvania Hi all, I’m located in Pennsylvania and was wondering about the particulars of my kinda weird utility situation: basically my landlord doesn’t bill me monthly for electric for reasons still unclear to me, rather they bill after every X number of months (formally 6 months) buuut it’s been close to a year and despite numerous attempts to get the electric bill they still haven’t sent one. I’m just afraid of getting slapped with something ginormous that I can’t pay off in one go. What should I do? Do I have any legal protection against how much they can bill me as well as any rights I can leverage to get the bill they owe me according to the lease?
