Can I report these instances to the authorities?

Location: Oregon. I've been hearing a lot of things that my sister in law (I'll call her Jess) has done, that all sound concerning and I'm worried for my nieces and nephews. Everything I talk about are things other people have been told by her or experienced. One instance, my other sister in law was told by her that sometimes her and my brother will have sex or do sexual things with their kid(4) in the bed with them, while they're wide awake or watching something. Which relates to this time when Jess was recalling a time when the two youngest 4m and 2f were bathing together and 4m started to stick his penis in 2f's face. Jess saw no problem in this and thought it was funny, and had to be told how inappropriate this is. I'm worried 4m is watching them do sexual acts and will try to do that to 2f. Last thing that comes to mind is a old friend of Jess recently told my other sister in law how when Jess used to babysit, she would send videos of the child she watched completely nude to her. These are just some of the things that have me concerned for the wellbeing of the kids. Is there a way to anonymously report this and am I even allowed to report this?
