Next Step as Power of Attorney in issue over Property

Hello, Location: Idaho. I was recently given Power of Attorney documents making me the legal representation for a friend currently incarcerated. Before their arrest, their property was in two locations: A Storage Unit and their Bedroom they were renting from their mother. Before I was made POA I was asked to acquire a set of very specific items, boxes, clothes, etc. I was given some but the mother refused to allow me to hold onto what is a collection of over $1K in crystals, gems, and stones. She expressed her intent to sell these items that don't belong to her if she becomes desperate for lost income. At the time I offered to buy them to ensure my friend didn't lose these stones. She was never given any legal right, although the items were in the room being rented belonging to the mother. My friend, has since made me POA. I've been asked to pursue the gem collection again. I reached out, attempting to peacefully express that I have been asked to hold onto her property. She said no, to which I offered alternatives based on the reasons she gave for the no (she claims shes already neatly packed it and doesn't want to spend time on it). She has now threatened to toss the property, and has demanded I cease harassment of her (so as she has called it harassment I ceased responding assuming a response could be taken as some kind of actual harassment). As I'm the POA and she has refused to hand over the property of the person whom I represent, what is my next course of action? As a further note, there are two people who were renting that room both have been arrested and she is also refusing to give the other person's family their property. Which maybe part of the harassment claim.
