Employer withholding pay, union not helping...

Location: Connecticut My employer (State of CT) required training on a new digital platform we are all required to use. I completed the training and received my certificate/badge. As part of the union, my union negotiated that we should receive $600 that would be put in our May paycheck. I never received the $600 and immediately let them know. They confirmed that my name was accidently left off of some list for payroll while everyone else got the $600. My union told me to contact HR. I did. HR told me to contact Payroll. I did. Payroll told me to contact my union. So quite literally a circle. As of two weeks ago I emailed everyone, all departments, on 1 email thread explaining the situation. Nobody responded. Followed up last week and today - still no responses. What are my options? I think it's discrimination that I am singled out and the only one not getting the payment for the training.
