My parents experienced a house fire, landlord is not doing repairs

Location: California My parents rent a manufactured home in a rural mountain community, a fire broke out in the front exterior of the home burning a wooden deck, exterior wall, and front entryway. Firefighters were close by and responded in 3-4 minutes, the home was not marked as condemned but is not livable. Windows broke in two rooms, holes in the roof are present in two rooms, the front door is unable to be closed, and there is no access to the front door since the wooden steps are now gone. My father went out the front door in an attempt to get to a water hose to get water on the fire and has second degree burns on his arm, door, throat, and forehead. The landlord does not have fire insurance, my parents do not have renters insurance. The cause of the fire is listed as “undetermined” on the fire report, fire fighters stated to us that they believed it was electrical. The landlord stated that he will make the repairs himself, but cannot come to California from his home in another state until late September. The fire occurred on July 5th. He has sent two contractors out to prepare quotes for the repairs but stated that they were too costly. My parents don’t know what to do now, they have been staying in a tent trailer on the property because the door cannot close so they are worried about their belongings. Is the landlord responsible for anything at this point?
