Extradition on misdemeanor

If someone was arrested on misdemeanor charges in Tennessee and the crime happened in Virginia…. Waiver to extradite was signed 12 days ago but still no transfer…. Is that normal? I could understand if it was a felony or more serious but this seems a bit absurd. Was hoping for some context from anyone who would know? Much appreciated! Location: VA
