Employer hasn’t raised hourly wage as promised and is currently ghosting me

Location: Texas I was employed as a server back in January at a bakery. My employer said that the starting pay was $11/hr, and it would be raised to $12/hr once I completed training. Admittedly, I forgot about this until recently. Couple days ago, I was chatting with a coworker who was hired about 2 months ago (May), and she mentioned that she’s getting her raise. I looked at my most recent check and realized I was still being payed at 11.0 an hour. I’ve been working here for 6 months and have even assisted in training new hires. I am undoubtedly past my training. I did not receive my promised raise, and (by my own calculations) I am owed roughly $250 worth of unpaid labor I messaged my boss/employer about receiving my raise and potential compensation for past pay stubs two days ago, and he still hasn’t responded despite his previous response time always being within the hour. I’m appalled. If this isn’t resolved soon, should I file a complaint with my state department and/or the Department of Labor? Should I skip these complaints and go straight to a lawyer and/or a Small Claims court? I don’t recall signing any contracts, and I’m worried my lack of documentation for an agreed wages may have this lead to this going nowhere. Would I need my coworkers statements as some kind of proof instead? Am I blowing this out of proportion? I want to be sure I’m 100% within my rights moving forward and I do not want to act out of line. Any information would be helpful.
