Renewed lease based on offer that remains unfulfilled.

Location: Texas Just a quick question. I was apartment hunting earlier this year and sent in my 60 day notice of vacation to my current apartment. Around the same time, I noticed that the lining in the bathtubs for both bathrooms were peeling and coming apart. I put in a standard maintenance request that was marked completed but no one ever came. I stopped by the leasing office to ask about it, and they kind of scrunched up their face and then started vaguely talking about how it would take a couple of days and cost somewhere around $400. I pushed back asking about wear and tear (we were just showering like normal), but I made a mistake in admitting I noticed the lining was getting a little loose before it tore. They said we had to have informed them right when we noticed something was up. I thought that was that, but around a month before our lease was up, they offered a deal. If we renewed our lease, they would cover the cost of resurfacing the tubs as a "one time courtesy." I have this offer preserved in email and saved. Since then, our new lease has begun. I've sent multiple emails and stopped by the office many times, and each time have been kind of dismissed. They always say they'll call me back and never do. Finally, I got a definitive email from the general manager saying they were trying to coordinate with the company that does the resurfacing. My question is this, can I do anything about them slow walking me other than being a squeaky wheel, and if they do end up trying to charge me/never completing the work, what are my options? Is small claims the best bet? I imagine it would involve the security deposit.
