Location: IL USA, Help someone abandoned their pets with us

Location: IL USA Hi this is about my mother in law, she lives in Illinois, United States. My MIL had a roommate. There was no contract. He was some guy she met at the grocery store. He needed a place to live and she's on a fixed income. She decided to help him out. After a few months he stopped paying for his room and board and she reported to us that he was acting hostile towards her. She went to the police. They evicted him and she filed a restraining order against him. After the eviction the police escorted him to his old room to collect his belongings. He took almost all of his belongings, except his pets. He left his pet fish. We're trying to re-home them but would there be any legal issues I would need to be concerned about if he contacts us about getting his pet fish back after we find new homes for them?
