Background check confusion

Location: Texas A report was made against someone for SA in 2011. Cops came out took statements. The adults in the situation were told they would be notified about what happens next since the two people involved were minors. Nothing happened. And nothing shows up on background checks. The victim is curious about why no action was taken and the suspect kinda lives with fear over it resurfacing. There is thought about trying to figure out where it got stopped or stalemated. But no idea where to start.
