Jane Bremer is Founder and President of Bremer Law, P.C. She leads the firm’s work on behalf of clients, working regularly with government agencies nationwide. Prior to starting Bremer Law, Jane served as a shareholder and chaired the Telecommunications Practice Group at the law firm of Larkin, Hoffman, Daly & Lindgren, Ltd. Throughout her nearly 30-year career, Jane also has served as: the executive vice president of government affairs for consulting company Solutions, Inc.; the director of telecommunications for the City of Minneapolis; the director of government and community relations at Storer Cable Communications; and as a legislative lobbyist and trade association manager for various clients. Jane earned her Juris Doctor degree, with honors, from Hamline University School of Law in St. Paul, Minn. and completed her Bachelor of Science degree cum laude at Florida State University in Tallahassee, Fla.

My practice focuses on federal telecommunications matters with a particular emphasis on federal Universal Service, and domestic and international Section 214 authorizations. I use my prior experience as an Assistant General Counsel with the Universal Service Administrative Company (USAC) to help telecommunications providers understand and comply with their FCC-mandated federal universal service reporting and contribution requirements. I also help federal universal service beneficiaries navigate the High Cost, E-Rate, and Lifeline programs. I specialize in shepherding federal universal service contributors and beneficiaries through the complex federal universal service audit process. My expertise allows me to help federal universal service contributors come into compliance with their regulatory filing requirements while minimizing potential sanctions. I have helped federal universal service contributors and beneficiaries negotiate compliance plans and settlement agreements with the DOJ, FCC, and USAC.I help domestic and foreign telecommunications companies navigate the complex Section 214 authorization process. I regularly file applications for domestic and international transfers of control, as well as requests for Special Temporary Authority (STA). I am particularly adept at the Team Telecom review process, and have extensive experience preparing responses to Team Telecom triage questionnaires.I have experience handling complex federal Telephone Consumer Protection Act (TCPA) regulatory compliance matters. This experience includes advising major financial institutions on TCPA compliance issues related to authentication and customer verification services, counseling an electric cooperative and its members on TCPA requirements related to informational and telemarketing calls, and regularly reviewing and providing advice regarding the applicability of the TCPA to new and emerging products and services.
