Maddie is an attorney admitted to the bar in Washington State, as well as the United States District Court for the Western District of Washington and the United States Court of Appeals for the Ninth Circuit. She has represented businesses and individuals in all stages of the litigation process and advised clients on matters involving contracts, torts, trusts/estates, real estate, healthcare, securities, and employment law. Career highlights include winning a $1 million jury verdict for an independent contractor, successfully defending a large estate from a creditor claim as second chair in a bench trial while securing a full attorney fee award for the personal representatives, and negotiating several favorable settlements for a healthcare client.. While in law school, Maddie served as Electronic Media Editor of the University of Illinois Law Review and as a research assistant for one of the nation’s leading bankruptcy scholars. In her clinic work, she represented homeowners in foreclosure mediations with major lenders and in negotiations with government officials. Maddie was also the recipient of several academic awards, including CALI Excellence for the Future Awards in Real Estate Transactions and Family Law, and honors distinctions in Legal Research, Legal Writing, and Advocacy.. Prior to joining Ryan Swanson, Maddie worked as a judicial extern for the Honorable Justice Susan Owens at the Washington State Supreme Court. She also worked in journalism and sales management before attending law school. These experiences have given Maddie the ability to fully relate to the issues her clients are facing and develop practical solutions to their challenges.. Outside of work, Maddie enjoys backpacking throughout the Pacific Northwest, where she was born and raised. Maddie also volunteers with the King County Bar Association Records Project, providing legal representation to low-income individuals with criminal convictions and housing eviction records in King County.

Integrity, service and excellence are cornerstone values of America's uniformed services. Those values have become the brand of my civilian career as legal counselor to municipal, business and construction clients. People believe in honest, solutions-oriented partners. That is my calling - to guide clients through today's increasingly complex legal challenges.. I enjoy helping cities, contractors and businesses achieve common sense solutions through vigorous representation. If dispute resolution should fail, I am prepared to fight for my clients in court. I have a particularly strong background in federal procurement and claims procedures.. After practicing law in Washington, DC for four years, the Pacific Northwest called me back home. My wife and I returned to Spokane to begin civilian practice and raise our family. I spent 14 years in private practice as a partner at the largest law firm in Spokane and the oldest in the State of Washington. Today I am honored to serve as the City Attorney for Cheney, Washington and continue to serve neighbor and nation in the Air National Guard. I enjoy coaching youth baseball and pray that the Seattle Mariners will someday rekindle the "refuse to lose" spirit of the Lou Piniella era.

Mark Barber

Firm: Renton City Attorney
1055 S Grady Way. , Renton , Washington 98057
Practice Areas: Government
In addition to being admitted to practice in Washington and Oregon, I am also admitted in the U.S. District Court for the Western District of Washington (1978), the U.S. Court of Appeals for the Ninth Circuit (1980) and the United States Supreme Court (1985).  I have participated at the trial and appellate level in all three federal forums.. Before the United States Supreme Court, I participated in the landmark zoning case involving adult entertainment in City of Renton, et al. v. Playtime Theatres, Inc., et al., 475 U.S. 41 (1986) that successfully established municipal zoning limitations on the location of adult entertainment uses.  This case is studied in law school and appears in case books on constitutional law and the First Amendment.. Recently, I represented the City of Renton against the federal government in U.S. District Court in United States v. City of Renton, et al., (W.D. Wash., Case No. 2:11-cv-01156).  This case resulted in a favorable ruling on retroactivity of the 2011 Stormwater Amendment to the Clean Water Act, permitting municipalities to recover storm water fees for federal facilities.   This case has been described by the media as having national implications for local governments in their efforts to comply with the Clean Water Act.. My litigation experience includes prosecuting multi-million dollar claims on behalf of individuals in serious injury and death cases and defending major tort claims brought against governmental entities.  Additionally, I have litigated real estate and contract claims, and actions based upon municipal exercise of the power of eminent domain and condemnation, including securing right of way for the City of Renton in connection with an extensive $42 million  dollar roadway improvement project.
