Notwithstanding contrary provisions of AS 08.01.050 , the commission may assign or designate assistants to (1) issue licenses to applicants who meet the qualifications for licensure established under this chapter;
(2) prepare questions on examinations;
(3) administer and grade examinations;
(4) certify courses required under this chapter;
(5) approve instructors to teach courses required under this chapter; and
(6) negotiate terms for payment of fines and other money due under this chapter.
