Section, Pub. L. 95–452, §13, formerly §12, Oct. 12, 1978, 92 Stat. 1109; renumbered §13, Pub. L. 110–409, §7(a), Oct. 14, 2008, 122 Stat. 4305, which provided that Pub. L. 95–452 would take effect on Oct. 1, 1978, was omitted in light of the repeal of most of the sections of Pub. L. 95–452 and restatement of those provisions in chapter 4 of this title.
