Except as otherwise provided by specific statute, all fees prescribed in this chapter must be paid in advance, if demanded. If a clerk of the court has not received any or all of the fees which may be due for services rendered by the clerk of the court in any suit or proceeding, the clerk of the court may have execution therefor in the clerk's name against the party or parties from whom they are due, to be issued from the court where the action is pending, upon the order of the judge or court upon affidavit filed.
