§ 6. The determination of the exact location, system and character of\neach of the said tunnels, bridges, belt lines, approaches,\nclassification yards, warehouses, terminals or other improvements shall\nbe made by the port authority after public hearings and further study,\nbut in general the location thereof shall be as indicated upon said map,\nand as herein described.\n
