§ 277. Authority to raise and receive money for school library. Each\ncity and school district in the state is hereby authorized to raise\nmoneys by tax in the same manner as other school moneys are raised, or\nto receive moneys by gift or devise, for starting, extending or caring\nfor the school library.\n
