§ 21-0713. Agreements with municipalities.\n Any city, county, town or village within the "basin", as that term is\ndefined in the compact, shall have power to make agreements to provide\ntechnical and financial aid as contemplated by paragraph (b) of\nsubdivision two of section six of article six of the compact. Nothing\nherein contained shall be construed to relieve any such city, county,\ntown or village from compliance with any general or special laws\nrelating to the receipt of grants or other assistance from other\ngovernmental units and contracts in connection therewith.\n
